House chairman sees IRS errors as part of pattern

WASHINGTON (AP) ? The Internal Revenue Service's improper use of tougher scrutiny of conservative groups seeking tax-exempt status seems part of a broader pattern of intimidation and cover-ups by the Obama administration, a top House Republican said Friday.

The accusation by House Ways and Means Committee Chairman Dave Camp, R-Mich., came as his panel held the first congressional hearing into the tax agency's improper targeting of tea party and other conservative groups. At a session that saw the IRS face harsh criticism from members of both parties, the just-ousted acting chief of the agency, Steven Miller, expressed regret for the heightened reviews.

"I want to apologize on behalf of the Internal Revenue Service for the mistakes that we made and the poor service we provided," Miller told the committee. "The affected organizations and the American public deserve better. Partisanship and even the perception of partisanship have no place at the Internal Revenue Service."

Miller conceded that "foolish mistakes were made" by IRS officials trying to handle a flood of applications for tax-exempt status. He said the process that resulted in conservatives being targeted, "while intolerable, was a mistake and not an act of partisanship."

Though Miller and another top IRS official are stepping down, Camp said that would not be enough.

"The reality is this is not a personnel problem. This is a problem of the IRS being too large, too powerful, too intrusive and too abusive of honest, hardworking taxpayers," Camp said.

Friday's hearing is the first of what are expected to be many on the subject by congressional panels. Underscoring the seriousness of the episode, Miller was sworn in as a witness, an unusual step for the Ways and Means panel and one that could put Miller in jeopardy if he is later shown to have misled lawmakers with his testimony.

Camp referred to a "culture of cover-ups and intimidation in this administration," but offered no other examples.

The administration has been forced on the defensive about last September's terrorist attack in Benghazi, Libya, that killed the U.S. ambassador and three other Americans, and the government's seizure of The Associated Press' telephone records as part of a leaks investigation.

Republicans are hoping to link the issues in an effort to raise questions about President Barack Obama's credibility and make it harder for him to press a second-term agenda.

Camp's remark about cover-ups drew a sharp retort from the committee's top Democrat, Rep. Sander Levin of Michigan. Levin said if the hearing became a preview of the 2014 political campaigns, "we'll be making a very, very serious mistake."

Even so, Levin also was harshly critical of the IRS's treatment of conservative groups, saying the agency "completely failed the American people." He said Lois Lerner, who heads the IRS division that makes decisions about tax-exempt groups, should be "relieved of her duties."

Miller said the IRS struggled to efficiently handle growing numbers of applications for tax-exempt status.

The agency has said between 2008 and 2012, the number of groups applying for tax-exempt status as so-called social welfare groups more than doubled. Along with that was an increase in complaints that such groups were largely engaging in electoral politics, which is not supposed to be their primary activity.

"I do not believe partisanship motivated the people" at the IRS who engaged in the harsher screening for conservative groups, Miller said.

In recent months, Republicans on the Ways and Means panel had repeatedly asked the IRS about complaints from conservative groups that their applications were being treated unfairly.

On Friday, numerous Republicans wanted to know why Miller and others never told them the groups were being targeted, even after May 2012, when the IRS has said Miller was briefed on the practice. Miller was previously a deputy commissioner whose portfolio included the unit that made decisions about tax-exempt status.

"I did not mislead Congress or the American people," Miller told Rep. Charles Boustany Jr., R-La., one of several Republicans who challenged him about why he hadn't mentioned the targeting in the past.

Also testifying Friday was J. Russell George, the Treasury Department's inspector general for tax administration.

In a report he issued this week, George said IRS officials reported they were not politically pressured to target conservative groups. Asked about that conclusion, George said Friday, "We have no evidence at this time to contradict that assertion," but in prepared testimony to the committee he said he is continuing to investigate that question.

George's report concluded that the IRS office in Cincinnati, which screened applications for the tax exemptions, improperly singled out tea party and other conservative groups for tougher treatment. The report says the practice began in March 2010 and lasted more than 18 months.

The report blamed "ineffective management" for letting IRS officials craft "inappropriate criteria" to review applications from tea party and other conservative groups, based on their names or political views. It found that the IRS took no action on many of the conservative groups' applications for tax-exempt status for long periods of time, hindering their fundraising for the 2010 and 2012 elections.

Republicans have spent the past few days trying to link the IRS' improper scrutiny of conservatives to Obama. The president has said he didn't know about the targeting until last Friday, when Lerner acknowledged at a legal conference that conservative groups had been singled out.

Many of the groups were applying for tax-exempt status as social welfare organizations, which are allowed to participate in campaign activity if that is not their primary activity. The IRS judges whether that imprecise standard is met.

Attorney General Eric Holder has said the FBI was investigating whether the IRS may have violated applicants' civil rights.

Obama has rejected the idea of naming a special prosecutor to investigate the episode, saying the investigations by Congress and the Justice Department were sufficient.

Obama has named Daniel Werfel, a top White House budget officer, to replace Miller.

Also Thursday, Joseph Grant, one of Miller's top deputies, announced plans to retire June 3, according to an internal IRS memo. Grant is commissioner of the agency's tax exempt and government entities division, which includes the agents that targeted tea party groups for additional scrutiny.

Grant joined the IRS in 2005 and took over as acting commissioner of the tax exempt and government entities division in December 2010. He was just named the permanent commissioner May 8.

When asked whether Grant was pressured to leave, IRS spokeswoman Michelle Eldridge said Grant had more than 31 years of federal service and it was his personal decision to leave.

Delta's N950DN Is Enroute To Kvqq ? Civil Aviation Forum ...

Delta's MD-90 N950DN, the next-to-last to come over from JAL, according to FlightAware is enroute from KMSP to KVQQ where it will get its mods.

The last JL MD90 was retired a few weeks back and should be making its way to the USA in a few weeks too
Excellent news for Delta as well as its passengers. I'd much rather fly on an MD88/90 versus any of the narrowbody offerings from either Boeing or Airbus. Will the -90s be getting AVOD as well?
What is the current planned date to have all MD-90s in service? That is all of the current ones that we know about.

There are quite a few still awaiting mods. B the current pace I'd say all frames should be complete by early '14.

I'm already impressed by the number of routes that are run by MD-90 equipment. By the time all of the mods are complete, the MD-90 will make up a significant percentage of the narrowbody fleet. From a personal point of view, I love being able to non-rev on the airline that flies all four of the major mainline narrowbody families (737, 757, A319/A320, DC-9 /MD-88/MD-90/717)! ?
That is good news. The MD90s are a great fit for the DL network.

Also my station just got the parking lines repainted for the 717 and 739 but they also painted lines for the 321 at all of our gates.... That one makes no sense to me

From a rampers point of view, we like working all narrow body planes expect the MD family at least in my station.

As the others have stated, currently, AFAWK, there are no plans to put video entertainment on them. Initially there was, but as fuel prices climbed and market volitility began to rise in late 20, we shelved those plans. But we also, at that time, shelved plans to update the 753 fleet and the 757-5600 fleet as well, but we are no going fwd to reconfigure those aircraft and the with nose-to-tail AVOD and new slimline seats, new overhead bins(pivot-style for the 757 and 737 fleet), so it with all that happening, it would not surprise me to see us revamp the MD-90 fleet close after that, providing the economy stays intact. The MD-90s are averaging these days on the 3-4 legs, so for competitive reasons, it would only make sense for us to do so.

I was actually thinking some gently used 738's might be on the list if WN doesn't get to them first.

ch-aviation.ch says there are none in storage at KMZJ, 1 more to come over from JAL and 7 in various stages of the process in KATL for paint or in KVQQ for mod. I believe these 8 will be done by the end of July, if not sooner, so work can begin on the 717s that go into service later this year.

So, the 5600-series 752s are getting AVOD? I know about the 753s, however, I didn't know the 5600-series 752s will be getting AVOD as well. Also, are there really plans to install pivot bins on the entire 737 and 757 fleet? I know the 739ERs will come with the Boeing Sky Interior from the factory, however, if there are plans to install pivot bins on other narrowbodies (Heath Tecna Project Amber I presume), that would be great.

That much has been stated by Ed Bastian. They are in the market for some second hand narrowbodies in the 738/320 range and capacity class. Simply but, although the MD90 is a great airplane, it does not have the legs like the 320 or 738 to do transcons and the like. Let's also remember that with the 757 drawdown, although we have 739s coming online, they need something to fly LatAm and the Caribbean. The 739 isn't exactly capable on the routes due to runway length at some of the stations.

What work is Delta doing on the 717's? I thought WN is responsible for the mods to Delta specs.

DL is not doing any work on the 717 aircraft. WN is handling that per the agreement.

Don't rule out additional MD-80s for spare part inventory. Particularly, relatively modest total flight-hour aircraft.

Of the MD-vintage types, I think an official confirmation on the Taiwan MD-90s is likely to happen next. I don't think DL will commit to additional 717s until they are able to evaluate the type after EIS. But ultimately, I do expect DL to operate more the 88 717s.

Alcorn State wide receiver Terrance Lewis, who returned 10 kickoffs for touchdowns in four collegiate seasons, is among the invitees to the Jaguars? rookie minicamp, as is Nebraska defensive end Cameron Meredith, who had five sacks in each of his two seasons with the Cornhuskers. Lewis was graded as the top return specialist in Pro Football Weekly?s 2013 Draft Preview.

Discovery's 'Big Brain Theory': Not That Kind Of Nerd TV

Perhaps the most revolutionary thing about Discovery's nifty new science series The Big Brain Theory, hosted by Kal Penn, is how ordinary it is.

Right from the title, Big Brain plays into the same fascination with nerd culture that fuels The Big Bang Theory, and that fueled other reality shows like Beauty And The Geek and this season's King Of The Nerds. But while it does highlight the personalities of engineers and scientists, Big Brain is refreshingly devoid of comments about not dating, living with parents, or being socially awkward in some magnificently conspicuous way.

The structure is simple in Wednesday night's opener: a bunch of science types (most are young enough that it feels like a very grad-school vibe) form two teams, and they're given a challenge. Here, they each get a pickup truck loaded with explosives set to blow up if the g forces are too high, so they have to figure out how to cushion/decelerate/protect the box so that when the trucks run into each other head-on, they don't explode.

If you're nodding and saying "Heh, cool," this is your show.

What The Big Brain Theory recalls, more than any other reality tradition, is something like the team challenges on Top Chef or Project Runway. People are given a problem to solve, and they have to figure out how to solve it. When they squabble, it's about leadership and science, not whether any of them know how to get a date. And a certain level of scientific literacy is both developed (through lots of diagramming and animations of what the teams are doing) and assumed. (It's kind of refreshing to hear tension among reality-show teams conveyed through a guy exasperatedly saying, "We could do a limit switch and a solenoid!", like that's the equivalent of one chef yelling at another, "We can make chicken and rice!")

This is how competitive reality shows work: it's mostly nice people who have a pronounced stubbornness and competitiveness (though this crop is more laid back than most collections of clothing designers, for instance), combined with one or two drama-causing jerkfaces. Only here, what you're watching the mostly nice people do is a lot of science and engineering problem-solving.

Oh, and then at the end, they run trucks into each other to see if they blow up. And the climactic moment is so funny that I freely admit I burst out laughing and had to explain to my co-workers what was happening.

It's entertaining, it actually is educational, and it presents a bunch of scientists who are clearly very smart but don't bring up Star Trek except when one of them says it's how he became curious about space. All in all, a good hour of television, and one that your local tinkerer might find surprisingly satisfying.

(AP) ? Trainer Doug O'Neill had a pretty darned good day on two courses.

First he birdied the eighth hole during a Wednesday afternoon golf outing at Valhalla and then he aced the Kentucky Derby draw when Goldencents landed in the No. 8 post and was made the 5-1 third choice for Saturday's race.

"It should be perfect for him," said O'Neill, who saddled last year's winner, I'll Have Another.

"Perfect" was not the way last year's Triple Crown series ended for O'Neill and his colt. He came under intense scrutiny after another one of his horses failed a drug test and I'll Have Another was retired with a leg injury the day before the Belmont Stakes.

As for the birdie ? the highlight of an otherwise forgettable round ? he said, "That was like winning the Derby on the golf course. It was a par-3 and I just knocked it right in the middle."

Orb was made the slight 7-2 favorite over undefeated Verrazano, one of a record-tying five horses for trainer Todd Pletcher.

Trained by Shug McGaughey, Orb drew the No. 16 post in a full field of 20 horses. Four horses have won from there, most recently Animal Kingdom two years ago. McGaughey is in racing's Hall of Fame, but the 62-year-old trainer has yet to win the Derby in six previous tries.

"I think where from he is, we'll be solid," McGaughey said. "Kind of hold our position, maybe try to creep in a little bit more around the first turn, and he can kind of watch what's going on down on the inside."

Orb comes into the Derby on a four-race winning streak. He won the Florida Derby in his last start.

Pletcher was pleased about where his posse landed in the starting gate.

Wood Memorial winner Verrazano drew the No. 14 post and was the 4-1 second choice.

"We got everything we wanted," Pletcher said. "No complaints whatsoever."

There were four spots left in the gate ? including the dreaded No. 1 and No. 2 ? before Verrazano's name was called. Being in the No. 14 hole gives the colt the benefit of extra room because of the gap between his spot and No. 15, which is the start of the auxiliary gate.

Another Pletcher horse, Revolutionary, was the fourth choice at 10-1 on the morning line set by Churchill Downs oddsmaker Mike Battaglia. The colt is ridden by Calvin Borel, a three-time Derby winner famous for riding the rail. Revolutionary drew the No. 3 post, leaving Borel close to his favorite route on the track.

"Very happy," Pletcher said. "I think Calvin will be looking to go inside as soon as he could, so starting off inside was a good thing. Super Saver started from four."

Pletcher won his only Derby in 2010 with Super Saver under a rail-hugging ride by Borel.

Normandy Invasion is the fifth choice at 12-1.

The other 15 horses are all 15-1 or higher, including Pletcher's trio of Overanalyze (15-1), Palace Malice (20-1), and Charming Kitten (20-1).

Spiral Stakes winner Black Onyx drew the No. 1 post and is one of five 50-1 shots in the field. That spot has produced 12 Derby winners, tying with the No. 5 hole for the most successful post positions.

"The 1 post might not be ideal but we're going to make the best of what we can do with it," trainer Kelly Breen said. "After Saturday we're hoping to make it the most winningest post position in Kentucky Derby history."

Oxbow and Will Take Charge will be the record 46th and 47th Derby starters for Hall of Fame trainer D. Wayne Lukas, a four-time Derby winner. Both are long shots ? Will Take Charge at 20-1 and Oxbow at 30-1.

"The four I won it with I can't remember the post positions, so it must not be too important," said Lukas, who could become the oldest winning trainer in Derby history at 77.

The 21st horse on the points list is Fear the Kitten, an also eligible who would need a defection before 9 a.m. Friday, when Derby wagering opens, to get into the 1 ?-mile race.

If all 20 horses start, the total purse would be $2,199,800. The winner earns $1,439,800. Post time is 6:24 p.m. EDT.

Scientists retrieve temperature data from Japan Trench observatory

Apr. 30, 2013 ? With the successful retrieval of a string of instruments from deep beneath the seafloor, an international team of scientists has completed an unprecedented series of operations to obtain crucial temperature measurements of the fault that caused the devastating Tohoku earthquake and tsunami in March 2011.

Emily Brodsky, a professor of Earth and planetary sciences at UC Santa Cruz, helped organize the Japan Trench Fast Drilling Project (JFAST), which successfully drilled across the Tohoku earthquake fault last year and installed a borehole observatory nearly 7 kilometers beneath the ocean surface. UCSC research scientist Patrick Fulton was on board the research vessel Kairei, operated by the Japan Agency for Marine-Earth Science and Technology (JAMSTEC), for the retrieval of the string of pressure and temperature sensors that was installed across the fault zone at about 800 meters beneath the seafloor.

This was the last phase of operations for JFAST, designed to investigate the huge slip (50 meters or more) on the shallow portion of the plate boundary fault that was largely responsible for the Tohoku earthquake and tsunami. The data recovered from the sensors provide a very high-precision record of temperature at 55 different depths across the plate boundary. Many of the sensors also recorded water pressure.

"We will be analyzing the data to characterize the amount of frictional heat on the fault during the Tohoku earthquake," Fulton said. "We'll also be closely investigating the effects of other processes within the subsurface, such as groundwater flow and seafloor movement due to aftershocks. It is exciting to finally have this amazing data in hand."

According to Brodsky, the entire project was unprecedented on many levels. "Nobody had done rapid-response drilling in the ocean, nobody had drilled anything substantial under 7 kilometers of water, nobody had placed an observatory in a fault that deep, and nobody had retrieved a string of instruments from that deep," she said.

The scientific drilling vessel Chikyu installed the observatory in a dedicated borehole that penetrated 855 meters below the seafloor in a water depth of 6897.5 meters during the Integrated Ocean Drilling Program (IODP) Expedition 343/343T, April-July 2012. Brodsky said the team was very worried after an earthquake occurred in the area in December, raising the possibility of an undersea landslide that could have buried the wellhead of the observatory. So it was a great relief when the instrument string was successfully recovered on April 26, 2013.

The recovered sensors provide data that will be used to determine the frictional heat generated by fault slip during the Tohoku earthquake. Scientists will infer the forces on the fault during the earthquake from these measurements of dissipated energy. The new data are critical to understanding the causes of the large, shallow displacements during earthquakes that can generate devastating tsunamis. The JFAST observatory provides the first temperature measurements at a subduction plate boundary fault immediately after an earthquake.

Fulton described the recovery operation in an email from aboard the Kairei: "Everyone was overjoyed in the Kaiko ROV control room as we started to faintly see the observatory come into view and the words 'wa suranai 3.11' we had painted on the side of the observatory, which means: 'Never forget 3.11,' the day of the earthquake and tsunami. We then used the ROV robot arms to grab the sensor string and then pull the sensors out of the hole. It was a tense moment and I was extremely uneasy. There was a very strong possibility that the fault may have continued to move, [trapping] our sensor string. It was a few very long seconds until we realized that everything was coming out smoothly and we had probably recovered everything. A few hours later, under a starry night with a lightning storm brewing on the horizon, we had pulled the sensor string onto the boat and confirmed we had all 55 sensors."

Brodsky and Fulton will be busy analyzing the data over the next few weeks in preparation for the Japan Geoscience Union Meeting, May 19 to 24, when they will present some of the initial results.

Scientists at Harvard University have recycled an organ ? in a rat.

The researchers removed a kidney from a dead rat and stripped off all of the organ?s old living cells. This left behind only the scaffolding tissue. This framework contains molecules called proteins that can support the growth of new cells. The scientists then seeded the scaffold with new kidney cells and let them multiply.

The rebuilt organ wasn?t perfect. It did, however, show signs of working like a kidney should.

A 'Bag Men' dad may sue the New York Post

The father of one of the young men the New York Post said were sought by the FBI in connection with the Boston Marathon bombings might sue the tabloid for tabbing his son as a suspect.

El Houssein Barhoum, whose teenage son, Salah Barhoum, is pictured on the April 18 cover of the New York Post under the headline ?Bag Men," told the Washington Post he's consulting a lawyer about a possible lawsuit.

Salah Barhoum had attended the marathon with a friend. After their photo landed on the cover of the paper, Barhoum, who lives with his family in Revere, Mass., met with authorities to clear his name.

"It's the worst feeling that I can possibly feel," Barhoum told ABC News the day the Post cover story was published. "I'm only 17."

Barhoum, a track athlete, said he wanted to run the marathon but couldn't, so he decided to watch the April 15 race instead.

The day before the Post cover came out, the photos of Barhoum and his friend were circulated by online message boards in the frenzy to help the FBI identify the bombing suspects. According to ABC News, federal authorities "passed around images of Barhoum, attempting to learn more information about him." But it's unclear whether that was before or after the Post ran with them.

The paper took plenty of heat for putting out an erroneous APB, but stubbornly stood its ground despite the confusion it caused.

"We stand by our story," Post editor Col Allan said in a statement. "The image was emailed to law enforcement agencies yesterday afternoon seeking information about these men, as our story reported. We did not identify them as suspects."

The Post subsequently published a separate online story reporting that Barhoum and his friend had been cleared: "The two men whose photos were being circulated internally among police have been cleared as authorities determined that neither man had any role in the Boston Marathon bombings."

Bur according to Barhoum's father, the damage had already been done. ?We were just scared to go outside,? he said.

Boston bombing suspect's widow agrees to release body

PROVIDENCE, R.I. (AP) ? The uncle of the deceased Boston Marathon bombing suspect says his family will claim his body now that his wife has agreed to release it.

Tamerlan Tsarneav's (TAM'-ehr-luhn tsahr-NEYE'-ehvs) body has been at the medical examiner's office since he died more than a week ago. Police said he ran out of ammunition before his brother, 19-year-old Dzhokhar Tsarnaev (joh-HAHR' tsahr-NEYE'-ehv), dragged his body under a vehicle while fleeing the scene. His cause of death will not be made public until his remains are claimed.

Tamerlan's widow, Katherine Russell, said Tuesday through her attorney that she wants his body released to the Tsarnaev family.

Tamerlan's uncle Ruslan Tsarni of Maryland told The Associated Press on Tuesday night that family members will take possession of the body, though he would not elaborate.

What Luck! Hedgies Load Up on JCP Ahead of ... - Yahoo! Finance

The NY Post is reporting that "at least two major hedge funds" have amassed significant stakes in troubled, near dead, strategically challenged retailer JC Penney. The news comes on the heels of last week's SEC filing from George Soros revealing a 7.9% stake in JC Penney (JCP) stock.

Adding to the JC Penney positive news from earlier this morning, the company confirms it secured a $1.75 billion financing package from Goldman Sachs (GS). The terms have been rumored to be a remarkably generous 7%.? [JC Penney has now confirmed the financing from Goldman; demand is rumored to be strong suggesting a yield between 5 and 6%]

A whopping 36.8% of JC Penney's float was short as of April 15th. A big part of the short thesis had been the very real possibility that the company wouldn't have the liquidity to make it to the Christmas buying season.

Between the Post's unnamed funds and Soros, the timing of the stock purchases are curious if not flat out suspicious. JC Penney had been known to be looking for loans for months, and Goldman no doubt shopped the deal around the Street to find indications of interest.

JC Penney stock has been locked in the mid-teens for almost two months. So much smart money jumping in all at once is curious if not a smoking gun. Knowing the deal was likely to get done would have made the $15 area a low-risk entry point.

The company still has a laundry list of problems, but at least for the moment liquidity isn't one of them. "This company obviously has a lifeline now," says Yahoo Senior Columnist Michael Santoli in the attached clip. "You can kind of make the case that if JCPenney can at all stop the bleeding, maybe there's value there." Nothing beats a couple billion dollars at favorable rates when it comes to stanching a cash bleed.

"The stock bottomed, it looks now around $15 and now we're about $17 somewhere," notes Santoli, and that the company "really [hasn't] done much of anything but get out of that death-watch zone in terms of price." When a company has been as bad as JC Penney, achieving a stable vegetative state can be enough to take shares farther than would seem logical.

Key shift in brain that creates drive to overeat identified

Apr. 29, 2013 ? A team of American and Italian neuroscientists has identified a cellular change in the brain that accompanies obesity. The findings could explain the body's tendency to maintain undesirable weight levels, rather than an ideal weight, and identify possible targets for pharmacological efforts to address obesity.

The findings, published in the Proceedings of the National Academy of Sciences Early Edition this week, identify a switch that occurs in neurons within the hypothalamus. The switch involves receptors that trigger or inhibit the release of the orexin A peptide, which stimulates the appetite, among other behaviors. In normal-weight mice, activation of this receptor decreases orexin A release. In obese mice, activation of this receptor stimulates orexin A release.

"The striking finding is that you have a massive shift of receptors from one set of nerve endings impinging on these neurons to another set," said Ken Mackie, professor in the Department of Psychological and Brain Sciences in the College of Arts and Sciences at IU Bloomington. "Before, activating this receptor inhibited the secretion of orexin; now it promotes it. This identifies potential targets where an intervention could influence obesity."

The work is part of a longstanding collaboration between Mackie's team at the Gill Center for Biomolecular Science at IU Bloomington and Vincenzo Di Marzo's team at the Institute of Biomolecular Chemistry in Pozzuoli, Italy. Both teams study the endocannabinoid system, which is composed of receptors and signaling chemicals that occur naturally in the brain and have similarities to the active ingredients in cannabis, or marijuana. This neurochemical system is involved in a variety of physiological processes, including appetite, pain, mood, stress responses and memory.

Food consumption is controlled in part by the hypothalamus, a portion of the brain that regulates many essential behaviors. Like other important body systems, food consumption is regulated by multiple neurochemical systems, including the endocannabinoid system, representing what Mackie describes as a "balance of a very fine web of regulatory networks."

An emerging idea, Mackie said, is that this network is reset during obesity so that food consumption matches maintenance of current weight, not a person's ideal weight. Thus, an obese individual who loses weight finds it difficult to keep the weight off, as the brain signals the body to eat more in an attempt to return to the heavier weight.

Using mice, this study found that in obesity, CB1 cannabinoid receptors become enriched on the nerve terminals that normally inhibit orexin neuron activity, and the orexin neurons produce more of the endocannabinoids to activate these receptors. Activating these CB1 receptors decreases inhibition of the orexin neurons, increasing orexin A release and food consumption.

"This study identifies a mechanism for the body's ongoing tendency to return to the heavier weight," Mackie said.

The researchers conducted several experiments with mice to understand how this change takes place. They uncovered a role of leptin, a key hormone made by fat cells that influences metabolism, hunger and food consumption. Obesity causes leptin levels to be chronically high, making brain cells less sensitive to its actions, which contributes to the molecular switch that leads to the overproduction of orexin.

Syrian prime minister survives Damascus bombing, six die

BEIRUT (Reuters) - Syria's prime minister survived a bomb attack on his convoy in Damascus on Monday, as rebels struck in the heart of President Bashar al-Assad's capital.

Six people were killed in the blast, the British-based Syrian Observatory for Human Rights said. Previous rebel attacks on government targets included a December bombing which wounded Assad's interior minister.

As prime minister, Wael al-Halki wields little power but the attack highlighted the rebels' growing ability to target symbols of Assad's authority in a civil war that, according to the United Nations, has cost more than 70,000 lives.

Assad picked Halki in August to replace Riyadh Hijab, who defected and escaped to neighboring Jordan just weeks after a bombing killed four of the president's top security advisers.

Monday's blast shook the Mezze district soon after 9 a.m. (2:00 a.m. EDT), sending thick black smoke into the sky. The Observatory said one man accompanying Halki was killed as well as five passers-by.

State television showed firemen hosing down the charred and mangled remains of a car. Close by was a large white bus, its windows blown out and its seats gutted by fire. Glass and debris were scattered across several lanes of a main road.

"The terrorist explosion in Mezze was an attempt to target the convoy of the prime minister. Dr Wael al-Halki is well and not hurt at all," state television said.

It later broadcast footage of Halki, who appeared composed and unruffled, chairing what it said was an economic committee.

In comments released by the state news agency SANA but not shown on television, Halki was quoted as condemning the attack as a sign of "bankruptcy and failure of the terrorist groups", a reference to the rebels battling to overthrow Assad.

Mezze is part of a shrinking "Square of Security" in central Damascus, where many government and military institutions are based and where senior officials live.

Sheltered for nearly two years from the destruction ravaging much of the rest of Syria, it has been sucked into violence as rebel forces based to the east of the capital launch mortar attacks and carry out bombings in the center.

CHEMICAL WEAPONS

Assad has lost control of large areas of northern and eastern Syria, faces a growing challenge in the southern province of Deraa, and is battling rebels in many cities.

But his forces have been waging powerful ground offensives, backed by artillery and air strikes, against rebel-held territory around the capital and near the central city of Homs which links Damascus to the heartland of Assad's minority Alawite sect in the mountains overlooking the Mediterranean.

As part of that counter-offensive, Assad's forces probably used chemical weapons, the United States and Britain have said.

However the trans-Atlantic allies, whose 2003 invasion of Iraq to overthrow Saddam Hussein was based in part on flawed intelligence about an Iraqi program of weapons of mass destruction, have been cautious in their accusations.

Despite congressional pressure on Barack Obama to do more to help the rebels, the U.S. president has made clear he is in no rush to intervene on the basis of evidence he said was preliminary.

Britain, which says there is limited but growing evidence of chemical weapons use, said it wanted a United Nations investigation to see "whether or not there is verified use of chemical weapons".

"We've been very clear that, should that be the case, then the repercussions would be serious," British Foreign Office Minister Alistair Burt said during a visit to Beirut.

"That is why it is so important to have this independently verified and for the U.N. to do their investigation".

A U.N. team of experts has been waiting to travel to Syria to gather field evidence, but has yet to win agreement from Syrian authorities who want it to investigate only government accusations of chemical weapon use by rebels in Aleppo province.

Russia, which has criticized Western and Gulf Arab support for the anti-Assad fighters, said that attempts by Western countries to expand the U.N. inquiry to cover rebel accusations of Syrian government use of chemicals in Homs and Damascus mounted to a pretext to intervene in the civil war.

"There is not always a basis for the allegations (of the use of chemical weapons)," Russian Foreign Minister Sergei Lavrov told a news conference.

"There are probably governments and a number of external players who believe that it is fine to use any means to overthrow the Syrian regime. But the theme of the use of weapons of mass destruction is too serious and we shouldn't joke about it. To take advantage of it (to advance) geopolitical goals is not acceptable."

The United Nations said in February that around 70,000 people had been killed in Syria's conflict. Since then activists have reported daily death tolls of between 100 and 200.

Five million people have fled their homes, including 1.4 million refugees in nearby countries, and financial losses are estimated at many tens of billions of dollars.

The Beirut-based U.N. Economic and Social Commission for Western Asia estimates that 400,000 houses have been completely destroyed, 300,000 partially destroyed and a further half million have suffered some kind of structural damage.

Chris Christie says Obama 'kept every promise' on storm aid

HIGHLANDS, N.J. (AP) ? New Jersey Gov. Chris Christie said Monday that President Barack Obama "has kept every promise he's made" about helping the state recover from Superstorm Sandy.

Speaking on MSNBC's "Morning Joe" program on the 6-month anniversary of the deadly storm, the Republican governor said presidential politics were the last thing on his mind as he toured storm-devastated areas with Obama last fall.

"The president has kept every promise he's made," said Christie, widely considered a potential candidate for the Republican presidential nomination in 2016. "I think he's done a good job. He kept his word."

Christie's warm embrace of Obama after the storm angered some Republicans, who said it helped tip a close presidential election to the Democrat and away from Mitt Romney, who Christie endorsed and for whom he campaigned last fall.

Christie says he and Obama have fundamentally different views on governing. But he said the two men did what needed to be done for a devastated region.

"I've got a job to do," he said. "You wake up and 7 million of your 8.8 million citizens are out of power, you're not thinking about presidential politics."

Christie challenged his critics to put themselves in his shoes while dealing with the massive storm, predicting none of them would have done anything differently.

"I have a 95 percent level of disagreement with Barack Obama," Christie said. But that did not come into play while dealing with the storm.

"We saw suffering together," Christie said. "Everything the president promised me they'd do, they've done. I don't have any complaint this morning on the issue of disaster relief."

Sandy destroyed about 360,000 homes or apartment units in New Jersey, and some areas along the shore are still devastated.

Later Monday, U.S. Housing and Urban Development Secretary Shaun Donovan is to appear with Christie at a press conference, where it is expected the secretary will announce federal approval of New Jersey's plans to spend more than $1.8 billion in federal grants on storm rebuilding and recovery.

"We'll start to see that aid start flowing this week," Christie said on the show. "We still have tens of thousands of families who aren't back in their homes. Job One is to get the grant program going."

Congress approved more than $60 billion in Sandy relief funds, most of it for New Jersey and New York, despite opposition from many Congressional Republicans who wanted to spend less.

Major assassination attempts in Syria's conflict

BEIRUT (AP) ? Syrian opposition forces have targeted government officials, army and police officers and civil servants in their campaign to topple President Bashar Assad's regime.

Here is a list of some of the major assassination attempts in Syria since the uprising against Assad began in March 2011:

?April 29, 2013: A bomb attached to a parked car detonates as Prime Minister Wael al-Halqi's car drove by. Syrian state media reported the prime minister was not hurt in the bombing in the upscale Damascus neighborhood of Mazzeh, which is home to many embassies and officials in Assad's regime.

?March 21, 2013: A suicide bomber blows himself up in a mosque in central Damascus, killing Sheik Mohammad Said Ramadan al-Buti, a leading Sunni Muslim preacher and outspoken supporter of Assad, and 41 others.

?Dec. 12, 2012: A car bomb targets the Interior Ministry in Damascus, wounding Interior Minister Mohammed al-Shaar. Initially, Syrian state media said al-Shaar was not hurt in the blast, but "several" were killed. News of his injuries emerged a week later, after he was brought to neighboring Lebanon for treatment.

?July 18, 2012: A blast at the Syrian national security building in Damascus during a high-level government crisis meeting kills four top regime officials, including Assad's brother-in-law and the defense minister.
